According to the Special Adviser to the Co-ordinating Minister for the Economy, Mr Paul Nwabuikwu, this is the first release of capital expenditure for the year and will be followed by more disbursements subsequently. The release, he said, signposts the determination of the Federal Government to ensure that clear and measurable progress is achieved in the execution of capital projects across the country this year.
This is coming as law makers recently queried the Minister of finance and the Coordinating Minister of the Economy, Dr (Mrs) Ngozi Okonjo-Iweala, for attempting to portray Nigeria’s economy as performing where in actual fact Nigerians are facing more hardship. The sighted fact that government had earmarked N572 billion to service N7.1 trillion domestic debt in the 2014 Budget as an indication that all was not well.
The House of Representatives which spoke in a statement by the Clerk of its Committee on Finance, Mr Farouk Mustapha also hinted that minister of finance,Okonjo -Iweala would face the House at a public hearing scheduled for March 3 to 6.
"For us, we have carefully refrained from responding to the minister of finance’s assertions and claims over the past couple of weeks in view of the fact that a public hearing at which the actual state of our economy will be known has already been scheduled for March 3-6, 2014," the statement started.
Meanwhile, the Senate Committee on Agriculture and Rural development has lamented the poor funding of the sector.
Speaking yesterday in Abuja during the budget defense by the Minister of Agriculture and Rural Development, Dr. Akinwumi Adesina, the Chairman of the Committee, Sen. Emmanuel Bwacha, stated that the committee was not comfortable with the budgetary allocation for the sector.
Sen. Bwacha noted that the 36.2 billion proposed for the ministry in the 2014 budget was below the N39.9 billion approved in 2013. According to him, the agricultural sector is very vital in feeding the country.
"We are not comfortable with the budgetary allocation to agriculture. We will try to establish contacts to see how we can rescue the situation. The agricultural sector is very vital. It is a sector that will bail us out. Our priority is to make sure that this budget is passed into law", he state.
Also, Vice Chairman of the Committee, Sen. Adegbenga Kaka, noted that the entire budget proposed for the ministry would not be enough for farming in two states. "The entire budget if we are to use it for farming in two states on road or infrastructures would not be enough let alone for the whole country to rely on it," Sen. Kaka said.
Meanwhile, the Senators observed a shortfall of N20 billion naira in the 2013 budgetary release, as they insisted that the natural resources fund of about N800 billion could support the agricultural sector in boosting food security in the country.Earlier, the Minister of Agriculture and Rural Development Dr, Akinwumi Adesina proposed a total budget of 36,260,7059 for 2014.
He said the agricultural sector’s contribution to the economy as regards food security and job creation would require more funding than it gets and legislative support from the National Assembly in sustaining its policies and reforms.
Adesina explained that with the budget, 347, 000 rice farmers will be supported, stressing that paddy aggregation centres will be in place to facilitate accessibility by the mills.
